Voter Registration Information
The Lawyers’ Committee and its pro bono law firm partners have compiled comprehensive third-party voter registration guides for all 50 states and the District of Columbia. These guides will help volunteers, organizers, and leaders navigate the complex rules that govern voter registration in each state.
Registration Deadlines
21 days before an election
Specific Deadlines:
- 2008 Presidential Primary Election: 4/29/08
- 2008 General Election: 10/14/08
- Through the US Mail
- In person to the County Elections Office
- In person at an official dropsite.
- Ballot may be returned at any time before 8pm on the date of the election.
- All ballots must be received at a County Elections Office or a designated drop site by 8pm on the date of the election in order to be counted.
- Ballots postmarked by the deadline will not be counted.
- Living out of state
- Going to be out of the state on Election Day
- A member of the Armed Forces or a spouse or dependent of a member of the Armed forces
- A U.S. citizen living overseas who will be at least 18 years of age before the next general election and whose last residence prior to going overseas was in OR
- Absentee ballots can be found with the County Clerk and must be requested by 8 pm on the day of an election. Ballots must be returned to the County Elections Office.
- Ballot must be received by 8 pm on Election Day.
- Current and valid photo identification or
- A current utility bill,
- Bank statement,
- Government check,
- Paycheck
- Other government document that shows the name and address of the elector

Vote by Mail
Ballot can be returned using one of two methods:
- By mail with first class postage, or
- Voters can drop off completed ballots at any county elections office or designated drop site. For questions about dropp-off site locations, voters can call 1-866-ORE-VOTES
Ballots must be received in a county elections office or designated drop site by 8 p.m. on Election Day in order for them to be counted.
Absentee Voting
Absentee voting is allowed if the voter lives out of state or plans to be absent during the election. Absentee voter applications will remain valid for subsequent elections until the voter notifies the appropriate county elections office or moves out of the county. Voters can obtain an absentee voter application from their county elections office.
Identification Requirements
In order to be eligible to vote in federal races, voters must submit valid identification in one of the following forms to complete their registration by mail:
- valid Oregon Driver’s License or other form of valid photo identification
- Social Security Number
- paycheck stub, utility bill, bank statement, or government document
- proof of eligibility under UOCAVA or VAEH
